Note: ATI was historically known for integrating 'video cards' and 'graphic accelerators;' and historically tanking there company in the process. Later AMD acquired them and is now doing the same thing. Enjoy the ride with their tech.
TLDR: I think there's a bug with cpu usage right now.
I think the issue is a patch or 2 old but I dont know.
I get frequent and prolonged periods of low gpu usage (and fps) that appears consistent with cpu bottlenecking. When this happens I can switch between native 1440p and ultra performance upscaling with ZERO increase to fps. Indicating that I am often cpu bound in missions.
With regular cpu settings h2 puts a heavy load on 4 cores that run around between 75-98% usage. With SMT disabled the high load spreads to 8 cores but frequently STILL reaches 98% usage.

My CPU shows 100% load on all threads when running Helldivers 2. No other game is like that.
yea there are plenty of games that use all cores. Though if Helldivers is.. I would guess your cpu is quite underpowered for this. Since hd only shows huge usage on like 4 of my cores.
Lossless Scaling's new adaptive frame generation mode is perfect for cpu bound gaming. I now enjoy a stable 165 fps thanks to that crazy 5$ program.
