Any ideas to fix frame rate? (FIXED)

Been playing the game since launch, never had so much as a stutter, crash, or a lag spike. I stopped playing a few weeks ago, hopped back on last night, and my frames are stuck around the 10-15 fps range. I have attempted GPU driver updates, windows updates, verifying game files integrity, changing in game settings and ensuring everything looks appropriate aside from attempting a full reinstall of the game. I still cant wrap my head around why I can play any other game perfectly 150-170 fps, even with extended testing and benchmarks, yet HD2 refuses to run any more than 15 fps. And in-case it makes any difference I'll list the specs below.

CPU; Ryzen 9 5900x
GPU; RTX 4070
32 GB 3600mhz corsair ram
Corsair h150i capellix AIO cooler
850w psu

Any and all suggestions are welcome, and yes I will attempt a full reinstall because I am at a loss at this point.

edit: antivirus, specifically webroot was the issue.

Apparently WEBROOT is the cause of the frame drops! I saw the discussion above right after I posted this, so anyone running webroot and seeing issues, simply disable it and bye-bye frame drops!
