Trying every fix possible, anyone else deal with this problem?
Still happening after switching multiple disks.

All Other games that have frequent updates like Lords of the Fallen, Path of Exile, Last Epoch and bunch of other small ones update without any problem.
SSD I'm using is Western digital 1tb with serial number WDC100T2BOC.
The only way to have the game to update is through complete reinstall.
I tried to repair via Steam"Repair Folder" feature.
Tried Verifying Game integrity.
Tried to delete game, Remove Library, restart PC and then recreate it again on same disk and redownload game
Tried CHKDSK and WD dashboard SMART diagnostics to see if there were any disk errors and none are showing up.
Wrong order.
The easiest way for you to avoid that issue is to explicitely RESTART your PC BEFORE downloading the update.
1. Set updates to non-automatic/triggered manually for the game
2. Whenever you see an update ready, RESTART your PC
3. Then download the update and THEN
4. Repair Steam Library Folder
5. Verifiy integrity of Steam Files
What you describe is not a disk issue, but a typical Windows issue, based commonly on bad power settings in combination of a multilayered app. Therefore best to check if you have ReadyBoost/FastBoost activated and deactivate it for the fuutre. But if you follow the steps in order, it should be sufficient to cure your issue reliably with the game.
Helldivers 2 is not the only game which has this kind of issue. As mentioned before: multilayered ones which e.g. come with launchers are prone to it.
