Stratagem Jammer bug.

Has anyone else ran into the bug with the stratagem jammer where all your stratagems are still jammed despite activating the terminal? It tells you the next step is to call in a hell-bomb but you can't because they're all still jammed. There also wasn't a fabricator connected to it so I couldn't destroy it.
