Report a translation problem
My only explanation was, that, while you already "aim" at your desired target, you can see your Character still adjusting his position/aim, so maybe it's intentional that aiming takes some time. Yeah it feels like it "sticks" and is jittery, but in fact it seems like your character just needs some time to follow your mouse movement/aim.
(thats just my personal explanation, nothing official)
I've also noticed if you hip fire anything it usually hits whatever is in front of you (Used to hip fire the breaker for small bugs and noticed i was hitting them all effortlessly) so there is definately some auto-aim at play.
