How to link new PSN account to Steam Hellivers 2 purchase?

I found lots of criticisms about linking Steam and PSN. While many gamers world-wide are up Schitt's creek if they're in a de-listed country or in a country that may require console 4 or 5 to sign up, I'm verifying how to link PSN to my Steam purchase. At http://playstation.com, I was required to:
1. provide an email address
2. create a display name
3. provide my birth date; no age verification requested or provided
4. solve a captcha
5. provide my home address
6. verify my email

While I'm already being asked for a lot, I was not asked to provide a driver's license or facial recognition; unlike some have claimed in Discussions and Youtube videos.

PSN's account setting Linked Services doesn't list Steam. PSN states that I must link PSN games on PC via a PSN playable game.

I'm further confused that the PSN Helldiver 2 for PC store page links to Purchase on Steam.

I also checked and rechecked the Helldiver 2 UI settings for an option to link PSN. I need a step-by-step guide of how to link Steam to PSN. Aside, I'm a professional in software industry and I'm confused af rn.

The first time you run the game, a window pop up telling you if you wanted to link the steam account to a PSN one. It was optional, and whatever you answered, this windows won't reaper again.

Okay, so I bought the game in February. What am I suppose to do? Reinstall the game?

There must be a config file in the install path that I can edit to re-trigger the prompt to link accounts, right?

I cant even do that, i don't really mind creating a PSN account but my country (Dominican Republic) is one of the countries that does not support PSN.

Wait until the 30th I believe as it should pop up again and not have a skippable option this time. Otherwise, best to ask sony for help since you won't get any help from anyone on Steam.

Following because I also have no idea how to link to a PSN account. I skipped the message by accident way back when first installing and there's no option in game or on PSN to link the two.
