Unable to link PSN due to error 4099

I'm not happy that linking a PSN will be mandatory, doubly so because I received the game from someone in a region where it is not possible to create a PSN, so we can't even play together.

However, I live in the Netherlands, and I do have a PSN. Even though I don't like it, I figure I might as well link it now. When I try to, though, I am met with a JSON response containing an error:

if your steam region and psn regions are different you will get banned by psn.

1.I scanned the code through my phone and everything went by itself (but the error also remained on the computer)

2.I also changed the postal code to a real one because I set the postal code of a random area of ​​my city to random.

I chose English US as the game language, but live in Switzerland so the page loaded up with Switzerland (France) language. I scrolled down and changed it to US and voilà - it worked.
