Game runs like garbage since 4/16 update, low FPS and stuttering

Low fps (below 30 at times) & stuttering whereas before it ran smooth capped at 60fps 99% of the time. Even lowering the graphics settings to potato quality does nothing to combat this, weirdly.

This seriously affects gameplay quality, button inputs are dropped entirely when calling in strategems, and dodging/aiming is a shambles. It all just feels horribly clunky & before it was buttery smooth most of the time. I want to spread Democracy but not like this.
