Eagle Airstrike won't work

Not sure if this is a bug or if I'm doing something wrong, but when I enter the code for the Eagle Airstrike stratagem, nothing happens. Am I doing something wrong?

it may be on reload cooldown or it's possible you're on a mission with a Jammer or SAM site that blocks Eagle Strategems from working. without more info that's the best I can advise.

Definitely not on cooldown, as I didn't use it in the first place. It shows the number 2 above the stratagem. As for SAM blockers, I'm just playing standard eradicate terminids and evacuate personnel missions.

hmm the Radar / SAM sites that block Strategems are on the Automaton Planets so probly not that then.

I'm really confused because when I enter the code it just rests, as if I didn't enter the code properly.
