Problem with satellite align

In last 3 matches we have a problem with this quest. One time we didnt have a cone for right position of satellite. And two times we saw cone but if we moved with dish line on console didnt move so we cant send signal

Similar but different problem here, my character's cape was blocking my view, so I couldn't see any of the tower when trying to manually align the dish. Also, I didn't know how to stop aligning to try again, so the only way I could move away from the tower was to die.
Suggestion: make the cape removable/optional?
