Game Stuck on - UNINSTALLING

It would not start when I bought the game. SO I wanted to uninstall it. Now it just says UNINSTALLING and doesn't allow me to do anything.

Legit just had to restart steam in the top left and it works. But now I hit play and it sits there and stops.
