You have an AMD CPU &/or GPU. Game Guard is for some reason trying to launch on the 32 bit version of itself on AMD rigs and failing to do so.
"C/Windows/SysWOW64/GameMon.des" is the file running the background service called "nProtect Game Monitor Rev 2697 (32 bit)"
(If you check task manager).
Gameguard monitor 2697 is a 32 bit version of one of their anti-cheat monitors. The 64 bit version that needs to be running is in your Helldivers 2 folder (Called: GameMon64.des (In Task Manager, called: nProtect Game Monitor (x64) Rev 299))
It seems that only Nvidia/Intel Rigs are capable of running the game without having this issue. Meaning the game has compatibility issues with AMD rigs.
When trying to close out of helldivers (after the Error Code 114), the 2697 monitor is still running for some time, for some reason. The first time it will launch 2 instances, this is where I believe the software is tripping over itself and giving us code 114, stating that we have an application interfering with the launch, since we can't close out the application, we continuously get the error message.
The more times I try to run it the more copies of the background process pile up and I'm unable to close them out, I need to wait 'a little while'.
I'll be going around forums and posting this same analysis in hopes that someone figures out a workaround while the devs, hopefully, work on a patch.

Yes I noticed as well that the instance are piling up and I can't force them to stop, it just won't do anything.
Has the game ever run before?
How many seconds does the 114 error appear after you press "Play"?
When does the "Play" button on Steam change to "Pause"?
Should you force stop helldivers2.exe from Task Manager?
Run 'Disk Management' and check if there is an uninitialized HDD.
If you have an uninitialized or faulty HDD, remove it and try again.
It may be because something is interfering with execution during this process.
Try specifying the game folder as an exception folder in your antivirus.
Check the event viewer and let me know if there is any error message related helldivers2.exe or GG.
Windows key - type 'eventvwr' and enter - Windows Logs - Application - Find helldivers2.exe / GameMon errors
Start Menu - Type 'Exploit Protection' and Enter - Set all options to 'Off by default' - Reboot
If it doesn't work,
Start Menu - Type ‘eventvwr’ - Applications and Services logs - Microsoft - Windows - CodeIntegrity - Operational - Find helldivers2 / GameMon errors
The current directory used to launch something is not the same as yours normally ( for me it's the case )
So if there is a major problem first : it's this shsit first ...And you can't solve anything because , nothing has been created except game guard file
Those dev team have solve problem who are creating other ...And it's not a capacity problem here .
It's basics coding work ... and if in top of it , the game runs in 32 and 64 bits in the same time .... that's the cherry on the cake lol

I somehow managed to play it once when I first got it for 2 hours and haven't been able to get it working since. it's SO FRUSTRATING as I'm sure you all feel too.
This is a game breaking bug LITERALLY and needs to be fixed.
cannot wait to spread Democracy again.
