No there's no fix
I've personally seen 100+ fps and then suddenly the game tanks down to 10 fps and stays there until restart with worse hardware on a laptop
How's your performance in any other CPU heavy games?
Edit: also what windows version are you on?
Tested on other games like RE4 Remake, Dead Space Remake, Ready or Not, and Battlefield 1, CPU usage is high, but it is definitely NOT using 100% CPU for most of the game time like it is in Helldivers.
Those other intensive games I don't get very high fps (especially RE4, where I have to run it on low to stay around 40 fps), but theyre not the 20 fps I get when playing helldivers 2.
I am running on windows 10.
Btw all potatoes are welcome to contribute to democracy :p
Same. Keep trying to restart the game (which can be impossible due to server issues). For some reason it will suddenly be ok, as long as you dont restart again. I have tried everything and if i keep trying to restart, it will suddenly be fine. I have also noticed the GPU and CPU usage will be all over the place when its acting up. I have NO idea why after continuously trying again "fixes" it...
I literally mean keep restarting until is goes away completely. It can take quite a few.

My native resolution is 2560x1440 on a 165 hz LG Ultragear monitor.
Lower resolution does not increase fps
SFC showed some file corruption and was fixed. DISM showed no corruption.
The game now crashes if I land on a planet on a difficulty higher than easy. The game can't run more than 10 seconds of gameplay. Other games are still at lower fps no matter the graphics I choose for them.
I guess having a lot of good parts in a computer doesn't actually guarantee a good gaming experience.
