New Patch Killed VSync
The new patch introduced frame rate limiting but VSync can no longer be activated. If you switch VSync to on, it doesn't lock fps to your refresh rate.
I preferred VSync for this game because limiting fps introduces screen tearing for me even though i have FreeSync on my monitor and cap fps below my monitors refresh rate.

TLDR. You must have messed up VSync somehow.

i haven't been able to even play due the steam appid / token error .. as about vsync, you can enable it in nvidia control panel. i havent used AMD for over 10 years, but i'm 100% sure they also have setting for it.

when using nvidia, go to nvidia control panel > manage 3D settings > program settings > add helldivers2.exe (if it doesn't already exist) and then near bottom "vertical sync" change to ON

After fiddling around with Afterburner, it somehow works again. I switched off the in-game limiter because it wasn't that good and limited fps with Afterburner, which got me better results. I then tried to switch VSync back on and switched Afterburner off. Now VSync works again. It didn't before. I only noticed that because my rig went really hot after playing a couple hours. Turns out i was playing without any caps and my videocard was working its butt off.
There are still some kinks in this. I keep on monitoring my fps from now on.
