Minimum for 30 FPS 1080p with LOWEST SETTINGS possible is a GTX 1050Ti.
A 1650 is barely more stronger than a 1050ti, not much tho.
So don't expect any happy gaming experience with your 1650.......
Get a cheap 4060ti or something, should suit your needs and is more fitting for your cpu.
Every planet in Helldivers 2 has different performance because of fog density effects and smoke density. Yes you can lower these settings to Lowest possible, but you can't disable them entirely. You can even recognize this difference in FPS/Performance with more capable GPUs.
So my point stands: Get a better gpu.
Even if it worked for you before in some scenarios, you still barely have the minimum req. for this game.
To counter your point. I have an RTX 4070 Super and an R9 5900x. I should be knocking this game out of the park but instead it runs at or below 40fps on all settings at 1080p. I've tried about a billion fixes from updating graphics drivers and bios to messing with the game files and absolutely nothing has worked. OP does not need to waste money on an upgrade, I've seen people with worse gpus running the game better than he and I.
I myself "only" run a 3060ti and an 10600k which isn't the best of the best, but I can run this game on High Settings in 1080p 75hz/fps no problem, and barely even get a single short stutter, might occur in 1 out of 10 games. As I said, some planets are more performance hungry.

Because the only real known wide spread hardware issue with the game is the Radeon 7000 gpu series. As to my knowledge there is no problem with your specific hardware comp. But to be fair: Pairing a Nvidia GPU with an AMD Processor is really... uncool (can't find a better word here :D) and could (not should) lead to strange behaviour. You can only rely on driver (AND BIOS!) updates at this point. Cause the rtx 4070 super is a pretty new card.
I still blame the game because this is literally the only game I've had any issues with. I also don't really care if it's uncool because I built it this way on purpose and my computer destroys everything at 1080p. I'm also not the only person having issues running this game on above average hardware on the forums. I've lurked in about a billion discussions about similar issues to mine and the consensus is that its the game, not what its running on.
I have two friends, one running a gtx 1070 and one running a gtx 1660 super, both paired with a 9600k cpu (only 6 core). And they both can run this game smoothly in Medium Settings 1080p with High Quality or Quality presets. So I really don't know whats going on with some ppls computers out there.
But telling the OP that his gtx 1650 is fine with running helldivers2 in acceptable performance is just a lie and I cant support that statement.
This is kinda detracting from the point of the discussion here. Don't act like there isn't an issue just cause you aren't experiencing it. If you don't have any helpful contributions other than telling the OP that he needs to spend money just don't say anything.
I just gave the OP an honest opinion, which 99% of ppl here on steam wont do, or accept em. Yeah maybe I'm wasting my time here (with you and/or the op). Heck even the community on reddit is more sane than most ppl here. Damn. Never thought I'd say that...
