Surely this game is really bugged but it`s never bad to made some test to be sure.
Some time ago i had a problem with the 02/24 nvidia driver and after ddu and some test and rolldown driver i solve it
Basically your GPU is going to pump out all the frames it can if an application hasn't got a set FPS limit, meaning it'll use up more power, thus generating more heat and causing the fans to work harder to try and dissipate the heat, it also causes other system components to work more to keep up with the load.
Limiting FPS will cap the GPU's performance to a set level, meaning that once it reaches that framerate, it'll stay stable there and demand no more power, by consequence, other system components will also only have to work so hard to keep up with the GPU. Honestly, there's no point in having the GPU render more frames than your monitor's refresh rate, so capping it at that is usually a very good choice.
