Content File Locked when attempting to install new patch

Cannot open the game until the patch is installed but can't get past content file locked, download stuck at 100%

I managed to fix this by exiting steam, then using sysinternals process explorer to kill the process tree for any Handle that had the file "\steamapps\common\Helldivers 2\bin\GameGuard\npggNT.des" open. I searched for Helldivers 2 in process explorer, and it brought up some processes that had that file locked open. After killing the process tree, (or just kill the process if it won't kill process tree), I started Steam up again and the update ran fine.

I was able to fix this problem by resetting the Windows Socket API.
Open the command prompt in Administrator Mode and type:
netsh winsock reset
Hit enter and then reset your computer.

If the above solutions don't work, try deleting the entire GameGuard folder in "\SteamLibrary\steamapps\common\Helldivers 2\bin"

Mine was able to finish the update after that.

I have the same issue, restarting the winsock didnt fix the issue, redownloading didnt fix the issue. How did they ♥♥♥♥ up a patch so much. This is outrageous lmao. Currently game downloads the 2.6gb update, patches and then proceeds to refuse to launch saying "Content File Locked."
!0/10 would get destroyed by ♥♥♥♥♥♥ patch again. Thanks arrowhead.
