Very odd bug, mildly annoying.
All I could do was click start to bring up start menu and rick click my account and log out. Logging out force-closes any open application.
If you're running Windows 11 then you should have checked 'optimizations for windows games' set to ON (in Windows Graphics settings) since this means you can run the 'borderless windowed mode' without performance loss.

In my post I didn't mention exclusive mode. I was referring to the window going full screen, be that in Fullscreen mode or Borderless mode. The difficulty I was having is that neither of these modes do as their name suggests - produce a window which occupies the full screen without a titlebar.
The fullscreen mode was flipping between what I was looking for, a fullscreen window with no trimmings and a window with a window title, in a crazy loop.
The borderless mode would startup and failed to go fullscreen leaving the titlebar on display. I had to alt-tab to get it to go fullscreen.
I'm not sure if the above is still the case currently.
