Stutter Step?

I'm trying to move forward, and it's slow, and really slow. If I run and stop running, I will start walking correctly and at a good pace. But if I have to stop/turn/do anything, the stuttering begins and I'm slowed down. it's like my character is trying to repeatedly do something else.

Also, I have chat bound to o like the default, but it still brings up the box when I hit enter...but I was wanting to use that for interact. So, when I hit enter, it interacts, then brings up the chat. I can't press arrows or do anything till I hit enter to end the chat. Which ends the interact!
