Unable to call in Hell Bomb

While doing a Mission. Side objective to destroy a building for illegal broadcast popped up. Normally a Hell Bomb can be called in to complete while near the target (had the option on other missions). No option was given this time around. Tried to use everything I had including dragging red barrels up to it but nothing destroyed it. Is this broke?

U can destroy it manually by 500 kg or any big area strike
