laptops are not ideal for gaming anyway though
are you getting any crashes as my system is very close to yours and i have the bad fps but am also getting crashes constantly. NVIDIA GeForce RTX 3070 Ti Laptop GPU

So here's my experience: I have a desktop small form factor PC I built with an RTX 4060 in it (desktop size). Ran HD2 very well, 1440 with decent framerates and good settings, even when using native resolution. Unfortunately the game started crashing like crazy to the point where it became unplayable... and that's where the 3060 comes in.
I bust out my Asus G14 w/ an RTX 3060 and an AMD 5900HS. And HD2 runs like dirt, even with much lowered settings. From a performance perspective, the 3060 mobile isn't THAT far behind a 4060 desktop. I shouldn't get playable 1440 framerates with high settings on a 4060 desktop then average around 45 fps with low settings at 1080 on my 3060 mobile. Something is definitely off. Not sure what though.
I run a R9 5900x with a 3080ti 12GB and I load into mission at 90 but regularly have fps drops down to 50 when things get chaotic and it’s incredibly jarring and sickening for me, as those kind of fps drops I’m quite sensitive to.
post patch , UNPLAYABLE GARBAGE FPS drop down to 15 , the card isnt even maxed out same goes for gpu....
But your laptop is still simply not a good solution to play demanding games on. Hardware lowers its output power to keep temperatures and tolerable levels. For laptops that means the lack of efficient cooling will always bottleneck you.
I'm sporting a 1080ti/i7-6700k at 1440p and no matter what settings I choose, no matter if it's native or FSR, nothing seems to let me stable my 50fps cap, or even allow me to reach 72fps cap.
This is so far the only game in the past decade that has acted this bad. I've played games from Sony like Horizon Zero dawn/Days gone and manage to easily hit 60-72fps caps without issues, and other games as well, but this game, this one game doesn't seem to do anything no matter the setting (and no, before anyone strolls in with claims that it's super demanding, because it's not Star citizen, it's an AA game and it has to run on PS5, which sports weaker parts than what the PC market currently has).
Devs seriously need to look into the PC side for performance/networking issues, because I am starting to regret buying this game, and I'm beyond the refund point.
Some of those guides keep muttering "use DX 11", and trying that just makes things far, far worse. This game was created with DX 12 from the beginning. Games around 6-7 years ago still had DX 11 in mind, but most AA/AAA games are now designed with DX 12 from the start, and not DX 11, so anyone still parroting "force DX 11" are fundamentally wrong and make things worse with misinformation.
