Ahhh! The communication device was "Steam Streaming Device" which I'm not even sure what that is. Thanks, let me try this.
This fixed it for me. Note that this is NOT the default audio input device. This is a completely separate setting in Control Panel -> Hardware and Sound -> Sound -> Recording tab. Look for the green phone icon, which is probably on the wrong device, then right-click the mic you want to use and assign it as the default communication device.
I would like to have some attenuation options for this game.

I have it set to open mic, PTT, it doesn't matter which I pick. POS GAME!
Chillllll bro. The OP needs to mark this fix:

Default communications should resolve it for most, but it doesn't work on all.
This did not help me and many others, there is no fix as of now that iam aware of. ♥♥♥♥♥♥♥ sucks.
