Hover Pack question

The stratagem description states that you can hover at a fixed height with enough stabilization to warrant pinpoint accuracy. But when I used it in missions my rectible moved as if I was walking while aiming. Is this supposed to be the accurate accuracy it mentions? or is it bugged?

It will stabilize good enough when you aim, not hip firing your gun.
