What they could do is introduce distinct upgraded versions of existing enemies instead, rather than just increasing their stats. This is what they did in the first game, where on difficulty 13 and above, Cyborg patrol units got a ballistic shield that made them immune to small arms fire from the front, stalkers got replaced by another version of the unit that could call for reinforcements, and some other examples. Best part is they've already started doing this in Helldivers 2, with rocket striders replacing scout striders and alpha commanders replacing brood commanders on the higher difficulties. They just need to keep doing it as more difficulty levels are added.
And here they suggest new difficulty levels (please, I need them :D).
And it looks like there are more positive opinions about it.

And i forgot the fact that for most of us we have everything unlocked
You can always challenge yourself with the current difficulties by bringing poorly optimized gear and stratagems.
