having said that last night I was getting 870+ kills on lv6 missions which was a bit mental
its like saying I play csgo 200 hour, but I don't know how to buy a gun from the start of the game.
like what do you mean casual, like how do you play a casual game casual? like the game is casual in general. Like we're not even fighting real people we're fighting computer AIs that shoots lasers with infinite ammo and 20 life with 4 people with infinite ability to blow ♥♥♥♥ up.
like do you play the game with no load out? sure? that could be sweat?
or try beating the game with just pistol? sure that could be?
no shaming or anything, but .. like sure if your playing comp, like I suck at FPS so ya if I was playing something like Valurant I will be stuck in gold even after 2000 hours, but this computer. it doesn't have a skill.

It comes down to how quickly you can learn the meta and adjust to the playstyle. It takes some people 200 hours to do while others can do it in 15 hours. So kinda skill issue but also strategy issue.
I beat a few solo 9s before and the trick is literally stealth (havent done 10 yet because solo is boring and I only play with friends). The game is super lenient with stealth. Same concept as Metal Gear Solid. You can be laying 10 feet away from the enemy and they won't spot you. The second you try to shoot everything is when you lose. Spam airstrikes and 120s if you are discovered or a turret to distract them while you run away. Pick stratagems with low cooldown rates. Once you call for evac, crouch and walk around on the outside in a literal circle around evac because the enemy kinda homes in on your last location. Then it's just a few rounds to practice to fine tune everything. .
That's pretty much it. Stealth is so easy I'm surprised it hasn't been nerfed yet.
Give me a scorcher and a recoiless and I can solo helldive most everything save for the defense missions.
We are getting a taste of what is yet to come, it's going to get a little tougher when they release all the Squid enemy types.
I'll give AH credit for making the gameplay different between the three factions.
I've found the Blitzer to once again dominate at crowd control just as it does against Bugs. Use buildings and terrain the help funnel them into your kill zone. I always use the Laser Guard Dog when running the Blitzer. Zero ammo is a huge advantage as the hordes can get quite large.
Another solid option is the Sickle also paired with a Guard Dog.
The arc armor, although a single perk, is well worth it. The Watchers and the Walkers have an arc attack too. Also negates the Tesla towers that you don't always see.
The Commando is a great AT choice, one shots Walkers in the top leg joint. All AT will one shot them in the upper leg joint. The eye shot is not always possible and more difficult to land.
Get 2-3 people using the Laser Cannon and you can melt some mobs and Walkers pretty rapidly. Would love to see a full team using the Laser cannons. Full laser builds are viable too.
For a secondary I like the Redeemer. One clip and a Blitzer shot drops an enemy ship shield. The laser pistol is another solid choice.
Impact or explosive grenades to take out ships.
The Orbital Barrage is good as well as 120 and 500KG. The Orbital laser can be a lifesavers if things get out of hand.
Turrets are beneficial in the right situations but can be overwhelmed by the Zombies. Protect your turrets so they can protect you.
Keep on the look out for Watchers at all times. Eliminate them before they call in reinforcements.
Last night was a new personal record for kills against any faction at 856 on D9 Illuminate.

Anyway, and to answer your question, the fella may be able to play on 10 and whatnot if they actually wanted. He does not. 8 is where he think that they will have their fun. Simple as that. Most players could beat any game in the harder difficulties if they actually put their skills to it. A lot simply don't bother, and it's not a matter of the number of hours played.
I honestly find quite curious that this is not obvious for everyone, but ok.
