you don't have to pay anything to be on geforce now it's a button to check in a steam config...
why they didn't do it tho is solely sony decision

I assume because of licensing issue with Sony. Or it could be the size of the game.

I've noticed larger games are not on GeForce, like GTA5 and RDR2. And those games are very popular.

Keep in mind, there needs to be multiple servers in multiple locations so all that storage and bandwidth adds up.
