I've had quite a few games i revisited after a long time which would run like absolute dogsheesh and most of the times verifying cache files fixed it.
Also double check if you have the latest video card drivers updated, i often neglect that and that too has solved similar issues in the past.
Other than that i have no idea, maybe double check if your settings haven't changed after a reinstall/update.
If settings were the case i'd expect lag in third person as well, but just give it a look.
Especially the "asynchronous compute" option can make a huge difference, try turning it on or off and see if that helps as a last resort (it depends on your system so trying it is the best way of finding out).
I wonder if not enough people use 1st person aiming for this to be a well known issue. Hopefully more people notice it so it is brought to the devs attention. Not the end of the world as the game is still a lot of fun in 3rd person, but I definitely prefer the 1st person aiming.
I guess its a bug for now. I only get the low animation framerate with many voteless around.
The framerate remains the exact same, but when using first person the player model's framerate seems to be significantly lower, giving the arms and gun a jittery movement when you swing them around.
Hopefully the devs either see this topic or notice the issue themselves.
Check your frame rate when this happens. The 1st person stutter does not actually change the frame rate as far as i can tell, it just makes it seem like it does.
