It's still garbage mind you - but it's at least usable to the point of being more than a clueless clown for using it.
People who think inconvenience is the same thing as challenge mistake that for "overpowered". That said it also will probably stack with multiple people throwing it at the same time better to soften up a base than vague shrug 120/380.
2-4 people bringing walking barrage sounds like a fun time that could get something done. 2-4 people dropping artillery roulette I have seen constantly suggested sounds like someone trolling you to suggest it.
If the cooldown was shorter I would use it more instead of "300s for giant laser or barely 200 for a sky railgun that aims at the big target 2/3 of the time?... OR, maybe, the longer cooldown that can miss the whole base? sounds great I wish they made the cooldown longer so overpowered"

Or eagle rocket's wild ride "Will track the largest enemy!" *misses the big target in video* where I keep bringing it due to it working half the time. Even when the other half is immobilizing my target with a stun orbit first, and it still misses.
it also looks epic. the explosions have shockwaves
