The scaling is the difficulty level. Every difficulty level has it's own fixed enemy density and difficulty. And the higher you go the more relying are you on more people. Lower difficulties can be done solo easily. If you want to do higher/harder missions, get some friends or go with randoms.
you can also lose hordes with clever use of smoke and EMS.
Patrol intensity and pre-placed bug spawns feel about the same with 4 players and when solo
Doesn't mean they can't make some adjustments to make the game more solo friendly. No one likes getting air bombed by retarded players.
