Edit: It will be more difficult then with 4 people, since less people = less flexibility, but getting the main objectives and a handful of side objectives shouldn't be impossible
If you're both really good and focus on being stealthy instead of bringing DEMOCRACY to everything in your way you can play any difficulty.
Most important bit is this though, test difficulties and find what gives you and your friend the most fun, sure progression might be slower, but the important part is to have fun.
So how is that done? I get that certain armors help, but still most objectives require a lot of DEMOCRACY.
You can duo any difficulty without any issue assuming both of you are competent.
But with less players it typically means a difference in gameplay, higher difficulties with less people has a higher emphasis on using stealth as a mechanic whereas with 4 people you could get away with guns blazing.

Just don't expect to play at high difficulty levels like Rambo killing everything with ease.

You'd have to use baiting, stealth, and cunning to make it at the higher tiers. Honestly though, you can have a ton of fun never going above the 6th difficulty level.
