You can kill all enemies if your team stays together!
But most times all players run into different directions, opening 3-4 breaches so your team fights 3-4 waves from different sides, which of course is too much.
I think some players have to learn teamplay and military movement.
Btw if you crouch and move silently less breaches open and patrols do not see you.
Did youn ever try playing the game more stealthy?
I think infinite spawning should be removed and instead add a threat meter that increases as you kill more enemies but upon reaching the certain thresholds, mini-bosses and bosses will spawn. Defeating these should reward you with additional Requisition, Medals, Samples, Super Credits and/or a new resource that's require for a new piece of content.
On the final two difficulties, the game feels more akin to a speed run challenge. Some people like it, others don't. Personally, I find it a bit stale as several elements of the game are brushed aside for efficiency and an eventual success completion.
To put it more simply: you complain about running out of ammo if you sit and shoot them, but before that yo usaid it's pointless to shoot them because you're no rewarded. So...why sit there and shoot them? You get paid by doing objectives. Objectives make you stay mobile and fight on the go, while using logistics and support to help you get an advantage. This is a solid game with solid gameplay. It might not be everyone's favorite, but saying it's bad just because it's "too hard" or that you expected to get rewarded for doing one thing when it's very clear you are meant to do another thing is just lazy. "I don't get anything for killing bugs" - yes you do: you get to keep your life and delivery freedom to the galaxy. Suit up or just admit Diving isn't for you...
I sawI 3 bug breaches at the same time: 3 huge orange smoke clouds with bugs coming out.
But they were distant, not really close together...
If your team is close together maybe there is just one breach possible in that area.
But if all run into other directions everyone triggers his own breach...
The patrols call em, like multiple Landing ships are called by Automatons.
I have seen 2 Automaton landing ships almost colliding with each other dropping 2 groups at the same spot...

Objective based play rewards those who are more likely to engage in a team based playstyle.
If you're getting overwhelmed by enemies and they're calling in drops/breaches before you can even stop them - either you start using your large aoe strategems, or if you don't, RUN AWAY!!!!
The game doesn't punish you for fighting, it punishes you for lingering. You are a frail soldier that's meant to tactfully take down important objectives behind enemy lines, while you will fight hordes every now and then you can't take on entire armies (not without help at least).
Breaches and drops get called not for the simple fact that you fought enemies, but that you took too long to deal with them in a swift manner, figure out the enemies that most commonly call in drops and breaches and prioritize them above all other enemies at the start of combat. The bots will have a larger and more obvious window of when they do, just shoot them down before they can call and take the rest out in a swift matter.
There are also strategems that will aid you against dropships and breaches specifically! Rocket sentries, disposable anti-tanks, the railcannon, all are great against dropships and will reduce if not negate enemy reinforcements. For bug breaches, long-term strategems like napalm, EMP, and the likes will keep the enemies in place for you to deal massive damage to the incoming hoard.
Harder difficulties require smarter strategies, I think you're just thinking too much like a rambo and not like the saboteur you were trained to be.
The fun in engagements is the emergent gameplay that happens in the chaos of getting through the defenses behind enemy lines.
