The other thing is that the recent patches have impacted performance for alot of people, so that might be a problem as well.
CPU cooler air or water ?
There were so many patches that game files may be corrupted. Verify steam game files. Steam will ask you to delete gameguard, hit yes.
Second, doesn't look like laptop so:
Hardware, cooling isn't sufficient and until now nothing you have done (100% utilisation or otherwise) game program or anything has slammed your processor this hard until now.
Couple that with some dust build up, aging thermal paste, degrading fans and you have the problem of thermals creeping to their limit.
Easy fixes for now in order of ease are:
Adjust your fan curves for more rpms at higher temps to arrest the temperature lower when it gets close to the limit. Use the software that comes with your system and gpu or google some other options.
Clean your dust filters THOROUGHLY. wipe down all of the fan blades to remove the dust and grease from them and be sure to clean any heat sink grills with a long bristled radiator brush and compressed air/blower.
Dust and grime impacts their effectiveness massively and your pc will cycle through the air in an average sized bedroom every minute.
Change out the thermal paste on the cpu, it can become less effective over time.
New cooling solution, better fans or higher capacity heat sink.
Cooling problems are NOTHING to do with software, the hardware is designed to be capable of running 100% 24/7 under full load if the cooling can keep up.
If the cooling cannot keep up then that is not the software's fault, it is irrelevant how poorly optimised the code is, the hardware is not being cooled properly.
Game's not UE5 though, it is stingray (Modified.)
This is really good advice in general, too many games these days don't put framerate caps in, especially on loading or menu screens.
