With a 2080 Ti i would assume you could probably get medium at 1440, or high at 1080

General play with 2 people its 50-70fps.

I have to go down to performance to maintain 60 fps when streaming on discord though :/. So I think your targets should be doable
I'm currently using a 1070 and getting stable performance at around 50 frames on Med/High settings at 1440. Not all the frames in the world, but I have not had any bad experiences with it.
No stutters or frame drops or tearing.
All with max graphics apart from motion blur (♥♥♥♥ motion blur) or depth of field.
I'm just not a fan of either so I always turn those off.
The one area my rig does push its self with is CPU, but that's just because I have an i7.
Still, not had any problems in game even with my CPU hitting around 75-80%.
How do I don't get 60fps with the same settings same gpu and a i9 10900k
