SMG are weapons to be used with shield as they are light and one handed, or when you need to carry a case.
The Defender with the beefy 70 damage stat however. is notably slower in action. To the point I have to make sure to keep my finger on M1 to get a full 3 burst instead of a 2 bullet partial burst.
As for "why?" the answer is because games want any assault rifle not aimed at you to be below average garbage.
The more strain on your trigger finger, the more powerful a gun is allowed to be. The Defender gives your trigger finger a workout on burst instead of a smooth time like the knight on burst. Your physical and emotional pain is what matters, not actual gameplay balance.
And I say that as a guy who LIKES the defender.
Along these lines. Expect there to never be a medium penetration SMG until some far distant warbond where it will cost 100 medals or some ♥♥♥♥♥♥♥♥. Because they won't want you to be able to hurt light armor enemies while carrying a suitcase. (Why the hell isn't the marksman rifles medium by default?)
