The perks like extra throw range, extra stims and extra grenades cant be ignored even though I do like the Scout ping.
the light armors with other perks rotate through store and are current top meta, i want the one with blast resist
Many things people claim as OP are not OP, and many things people claim always work is just suckering you into trouble when the game cheats to ensure it doesn't.
The stealth bonus, technically works. The stealth bonus when it works, is lovely. The stealth bonus, is worthless when the game is shamelessly spawning stuff aimed directly at your objective. The radar bonus, is worthless when enemies spawn directly behind you.
When the game is playing fair instead of by magical videogame rules, scout bonuses are amazing. When it drops all pretenses and cheats it's ass off like all games however... *flashbacks to Stalker class in city of villains, when some security guards can psychically detect you across the map if they are flagged as an ambush even though your stealth is so high Not-Superman can't see you*
See also: Every time people brag "Why don't you just kite the charger with light armor idiot!?". Take two seconds to think about that in MMO terms. The guy with the aggro reduction... Is the one with one kiting an angry monster? That means the aggro reduction is ♥♥♥♥. But they are too busy talking ♥♥♥♥ to think about that.
Heavy armor does seem lackluster on the 'as armor' front. Some of my first times trying it being on the hot desert with a stamina penalty while light armor users whine and cry "Why are you lagging behind!?!?!" and needing to explain to them like they were children "Desert penalty means I have five seconds of stamina" didn't help matters.
Which as much as anything, is why I am glad the "Good recoil + More grenade" armor is medium, instead of heavy.
As it stands now medium armor only drags you down and heavy is just ridiculous (even if it prevents automaton rocket one hits, like some people claim).
Edit: Honestly, heavy armour needs a massive boost to damage reduction. In higher difficulties you mainly need to be mobile...
Sometimes, but I see this as a design issue. I think Armor Perks were a late add? It doesn't feel like things were fully thought through or fleshed out with armor. I expect the work they are doing to polish / balance the game to focus on gear / armor at some point sooner rather than later once overall stability has achieved a satisfactory level.
It also stands out that there are multiple flavors of "scout"/light armor for stat meters, but only one grade of heavy or medium.
basic warbond 75 armor and a bit better speed/stamina. something like 40ish paper armor for even more speed armor. I think there is also a plain old medium armor stats scout armor too. So you have a good spread of "How flimsy do I want to be for jogging better?" options. This on it's own, is good. Three good looks, three sets of stats. Not 100% locked in to baby light armor for scout perk.
Meanwhile basic warbond you get two medium sets of medic armor with no stat variance, and two heavy sets of recoil explosive resist armor, with identical stats just cosmetic changes. Want to be a fast medic or heavy medic for your second medic perk? ♥♥♥♥ off. Medium twice.
Now while it IS good to have multiple looks for the same stats so you get some cosmetic flavor? Having your warbond progress gated by "Pay a bunch of medals to reach the next page. Would you like this cosmetic variant that costs five times as much as the one you already own?"
They know there is a bug where armor is not registering correctly. Heavy isnt worth it at all. Medium is ok. However, most people are just spending SC if they see Light armor with a good perk in the Super Store.
