On difficulties above 3 you will usually have enemies on points of interest so setting a pin with scout armor will show you enemies and as such you can guess that objectives and points of interest are near them. Though scout armor pings also have a max range, so they won't show you enemies on the other side of the map. You can set a pin with by pressing your left mouse button on the map.
Sometimes you can hover and scan the map with your pointer and it'll show you POIs and sometimes you can't. I used to argue with my friends about this, as they'd often not be able to see it, and sometimes they could. My host friend always wore Scout armour to search for patrols, meanwhile I was always either Fortified, Padded or Engineer, yet I could still scan for POIs.
I've never truly worked out what causes it, but I'm 99% certain it's related to either the Scout armour perk or the UAV Booster thing. Possibly it is only shared between clients, not the host, or the host shares it forever if they equip that armour once during a session? I wish I knew.
Well, I guess it could be that too, actually.
Doesn't explain why it's so random though, and sometimes my friends can see POIs and sometimes I can't, or vice versa. It's never consistent, but it seems more common than not that I can see the POIs. I'm never the host.
It wouldn't surprise me if there's some code somewhere accidentally applying some function that is supposed to be commented out in the code and relegated to a perk or booster bonus, but somehow it gets uncommented after the first mission in a session.
God only knows, and he's not telling.
It's supposed to be a feature that's baked-in as far as I'm aware. No booster or armor needed. If the armor/booster did have that effect, Arrowhead usually likes to at least allude to that sort of thing in the perk description. I never run scout armor or the recon booster when I'm trying to find POIs for SC.
Now this I've got no answer for. It may have something to do with the variations that POIs have on higher difficulties that just causes things to not work properly, or it could just be your standard Helldivers jank. The theory that it's supposed to be a booster/armor thing that just only applies after one mission makes sense but I don't know what perk it would be working with. My guess as to why it does this is just that the minimap doesn't properly register what's on it until you've fully loaded in and out of a mission at least once.

The only thing scout perk and radar booster do is show you enemies around a PoI, it does not show the actual PoI.
You can find PoI's without scout perk and radar booster if the map is small enough. If the map is larger, you will need to zoom in significantly for it to show up.
