Check your background applications aswell to see if any of them are draining your performance.
But quite honestly, from what I've seen, you might be suffering from CPU Bottleneck. I too use a Ryzen 5 2600, though I'm using some 3rd party programs to get the most out of it.
If you're interested in checking the softwares that I use, have a look:
-QuickCPU: Enables the user to select preferences regarding your CPU. Some cores might be parked naturally and they can go unused.
-Intelligent standby list cleaner (ISLC): A program that keeps track of your memory usage with the most recent application that you're using / running. It cleans your memory from assets that aren't going to be used any time soon, which could improve your general performance.
-Process Lasso: A software that enables you to automatically set configurations for your computer to certain applications. HOWEVER, you **DO NOT** need process lasso to make the following process:
You see, whenever you boot up a program, your CPU gives it some sort of "priority", which is most of the time "normal". However, using your Task Manager (if you're using Windows) you'll see that you can set Define Priority to certain applications, which in turn means that more resource power from the CPU is going to go directly towards the application itself rather than splitting appart. However, if you restart your OS, then you'll have to do it again and again, whenever you restart the computer. Process Lasso enables you to not have to worry about that, set it once and just chill for the rest of your days with Process Lasso. A very handy software in my humble opinion

all lowest settings on a fire tornado planet I run perfectly fine.
tornadoes come in? -15 or more fps randomly. ALL LOWEST SETTINGS.
no its not background apps.

no its not anything you can think of aside from bad optimization.

I noticed several threads where 5600x /3070-80 users were having issues with fps. I've got a 5800x3d and get 98-99% gpu usage (3070) so no bottleneck (@1440) but those posts made me wonder what the actual min cpu is to utilize a 3070.
Worst fps i've seen (on my low/med settings) is like 80 but it can feel a little choppy on the rare occasion usually a little above 90 using mostly low and some med setting. native res 1440.
Actual Suggestion:
Use msi afterburner or the ingame metrics with F5 and see if you're cpu bottlenecked. Which i think you mighht be. (high cpu / low gpu usage)
If you're actually getting 98% gpu use then it's either your game or system settings.
