That said the regular Eagle Airstrike has always been more useful, one less charge and a somewhat smaller area but works on armored targets.
Perfect wall of death that they walk on through screeching and burning.
Cluster is still pretty good at softening up groups, it does take out striders often and can kill or atleast severely weaken devastators. It is a bit chaotic in it's effectiveness though.
You'd be surprised at how many either bugs or bots you can hold off with a 3 eagle+support weapon loadout. And this is at dif 7+
I've never liked running multiple eagles because you have to manage the rearm cooldown. If I run just the 500, I know after I drop both, it's going back to rearm, if I run the 500 and cluster, I have to drop all 5 clusters and both 500's before it will rearm. It's a little too much micromanagement for me. (Yes, I know you can manually rearm).
Obviously playstyles differ though and if you're making it work, more power to you.

There's also the matter of only having 3 stratagem slots on many bot operations. In that case you literally have no space for something as pointless as Cluster.
Oh, and not having your entire stratagem bar become unavailable the second an AA emplacement is nearby is nice too...
