Napalm Barrage can still take out some armored units, and some buildings, but the impact and duration is longer.
Both should fire faster, last longer, make bigger booms and have more splash.
Seriously though, I think the 380mm could use maybe more shots per volley and it'd be perfect. I think it's really meant for teamplay though. Have you ever combined it with a bunch of teammates throwing the same? Feels like an absolute cheat-code.

Napalm does not close holes. And you obviously do not play on high difficulty where 380 can close 8+ holes with a single application.
If you're playing with randoms who are not very good then 380 is bad; but if you have the upgrades it is literally the best call in overall given the power it delivers.
No reason to take 380mm over it or over the walking barrage. It's too unreliable for the big cooldown it have.
It might be the buff you need if you haven't already got it.
You have to be pretty bad at the game to get yourself killed by 380s THAT often.
