Well, there is no PSN requirement on PC. However, the requirement was more for using PSN's player behavior requirements and control. i.e. control bad behavior the same way they do with their non-PC games.

Sony's refund policy is if you havent actually downloaded it nothing to do with play time like Steam if you download it then your stuffed
I don't see why Sony would care if a lot of people:
- insist on disabling crossplay
- complain about PSN registration.
What's their motivation?
- You already paid/played the game.
- They are constantly pressured for content and fixes rather than cross-progression.
- The amount of complaints about 'cross-platform' suggests you're in the minority.
I can't see it happening until HD3 with hopefully a new bloody engine
