I don't know anyone who has not experienced it.
There has been 2 people that said they did not, but they were both banned from the forum for trolling, so i assume they lied to be a nuisance.

You either enjoy the gameplay enough to stomach the performance issues or you move on. My 1080ti at 1440p still holds up well enough for me, but I can understand that those that invested in better stuff want better and steadier performance.
My theory is there are abnormally high polygon items on the map, at least one of which is in the stalker nests(it might also be from the samples, since it seems to happen near them some times too). So any time you come across these items, it taxes your system more than normal, which could cause stuttering and what not.
In which case this is a pure optimization issue, and they need to rework those items. There is no reason why an empty stalker nest should be more graphically intensive than a large nest with 50 monsters spewing out a bug breech and the holes and explosions going off all over the place, yet at least for me, it is.
