How do you mute other players on PC?

Topic. I've had one too many mouth breathers and open mikers playing their game audio through their microphone. I've had it. And I can't figure out how to mute people.

So...

How do you mute people, please? Thank you.

P.S. I did google this and it says to go to the "social" tab but on the social tab it just says add friend and crap. Explicit step by step instructions would be helpful.

I don't know which is worse, the heavy democratic breathing, or the constant democratic swooshing sound of the wind from a fan that's obviously directed at his face to keep cool.

Just remember they have to load in fully to mute them... so they have 1 min while loading to grief.
