Exploding Shrapnel
Ship module:
"Reduces damage falloff from center of explosions caused by orbital stratagems"

What exactly does this mean, am dumb :(

Basically it just increases the radius of each explosion a bit.

bigger boom farther from center of explosion

Things further from the center of the explosion will take more damage than before.

The damage from explosions lose a certain percent of damage the further enemies are from the center of the explosion. This lowers that number so enemies will take more damage if they a further away.
