I know this seem counter intuitive but... That's the harsh reality.
No you need to fix that. A lot of games now are heavy on the cpu. If your system bottlenecks that is your fault not theirs. You can't just buy even a 4090 and just slap it in and expect it to work. Maybe you should have spent that money on the PS5 if that is your mindset on hardware. What you think "should be" seems to be the actual problem here.
Also 40 FPS is more than playable. What does keyboard and mouse have to do with anything? Actually if you switch to keyboard and mouse you will have a better time as you generally have much better control which could compensate for bad lag spikes.
i9-10900K can't even bottleneck 4070TI or 4080.
