It's designed for when weapon modules and alternate ammo gets added, which the studio lead has hinted at (pretty openly) on Twitter.
There are suppressors, subsonic ammo, and other things coming down the pipe that make the DMR rifles very viable for stealth play.
Why not just make it accurate though?
Should it be more accurate? Yes.
But if you're missing that often, then personally I think you're just not aiming well.
Because I have no issues with aiming it below.

Thats my #1 weapon agains automatons, one or two shots every small bot and does good agains Lager ones.

This thing is unfixable, sadly. It tries to fit an AMR's role, but also have stats of Diligence DMR. I don't have any clue what was the idea behind this gun's design.
Not much we can do about it, but to play the way they like - at least on 8 and 9.
My primary barely gets used outside of hunters and keeping nearby enemies at bay.
Skill issue.
It has some utility when doing a solo stealth run. But for general game-play, it's a dud.
The reticule in first person needs to be reliably lined up with where the shot goes. The CS variant needs to drop the heavy weapon aim-lag thing that it currently has. Damage, in general, just needs to be buffed. But even with these changes, it's still a single-shot weapon with lackluster armor penetration in a game where armored enemies are common and hordes are thrown at you in seamless waves. It probably won't ever be suitable for general gameplay.
