It has no impact on any other spawn, including Patrols, fixed spawns, event spawns, or otherwise, nor does it have any impact on the size of these spawns.
Ironically I was thinking about this immediately after I saw the booster itself, I was like, wait a second... aren't they LITERALLY in the process of trying to balance this mechanic RIGHT NOW? Why would they throw in a booster that messes with this...?
It has no impact on the thing they're trying to balance. It's exclusively the cooldown timer on Breaches/Dropships, which hasn't been touched.
Patrols and how frequently the game spawns heavy enemies in general is different from the breach timer.
If you're playing with randoms and aggroing everything, it can have a pretty big impact at helping slow down the cascading breaches/drops.
Someone on Reddit timed it so that instead of 3mins, it's 3min15secs minimum cooldown.
You wont notice that on Helldive or the Eradicate or Termicide tower missions.
So basically worthless. But is this per player? So the breach that was called because of me will be delayed? I wonder because is a 4 group a bit ago we had 5-6 breaches in succession.
It's a global cooldown, and the cooldown gets shorter as difficulty level climbs.
It's useful, but nothing special. Better with worse teams, worse with better teams.
My tests show it to be around that time too with the new booster.

In short, the booster is great for baiting enemy reinforcements in an area you don't care about and giving you a lot more time to relocate and clear out an objective without fear of enemy reinforcements crawling all over said objective.
Also, not sure if you've seen footage of the missile silo stratagem, but it's been confirmed that it DOES one shot stratagem jammers. This stratagem isn't out, but it's going to be an auto include for any bot play through. It can also be used to take out enemy detection towers too.

I would say it is a decent crutch for 1-6~, but 7-9 it is mediocre due to the conflict in how you have to play most of the time (more so 8-9).
