You are running the game on max settings with a graphics card that is quite good but obviously is having a hard time running more than 80 fps.
I am on a 3090 with I9 11900kf and I get about 80-120 fps with sometimes drops to 75.
Overall I found that removing Bloom and adding a frame cap at 90 fps helped from having the GPU heating up a lot.
Other than that , the game IS quite OK optimized but you can't expect to run it at max graphics with 144 fps or higher since it is quite demanding.
On the other hand , I run the game on my Steam Deck on low-medium settings with 60 fps constant.

V-Sync wont do anything since you ain't reaching 144.
My suggestion is to stay as is or lower the settings.
Yeah, but even with settings on the lowest, my fps isn't going above 80. On low, gpu usage is also going down to around 30-35%
if the in game frame rate limit is on it can cause problems.
v sync can always cause problems at random.
make sure the resolution scaling is on native (anything above is just pushing things past their limits.)
