As long as mods don't affect other people's gameplay or cheat, you're good.
Go for it.
Jokes aside, visual and sound mods are ok, but before use something is better to ask folks about it to be sure it's safe.
If i see you without a cape i'll kos and then report you to the democracy officer for a court martial.
Then actual decent looking capes finally came out (and I learnt the lore behind them),
that was when I stopped using the mod - and I am glad that I did, it's more immersive.
I use it in my singleplayer games to increase the game speed.
From my own experience, Nexus only allows mods that don't break the game's ToS or if they have explicit confirmation from the developer that mods are allowed and will not get people banned.
Clientside mods that affect sound and clientside appearance are NOT the same as using a cheatengine type cheat, please dont conflate the two.
