The only nerf was losing AP3 at 0 heat. The increased damage at 50% is because the weapons damage also goes up at 50%, which it didn't do before. Also the damage is nothing. It's the lowest damage you can possibly take in the game, so it's way more of a buff than a nerf unless you're OCD and can't stand taking damage even when it's 0.5% of your health.
Then the AP goes up again at 90% as well, which is just a straight buff. Overall, it got buffed, but harder to use.
You can either compensate downsides or boost upsides by armor. So, if it's ok to compensating other weapons downsides, why it's not ok to compensate downsides of DESickle?
