Back when the senator was "only" mid AP, it still filled a niche as the only real mid AP secondary. When the verdict moved up a tier, it found its new niche as the only heavy AP secondary. The verdict will still be the generalist secondary because most enemies a secondary will shoot on higher difficulties are mid armour, but the senator still gives you a choice of hunting big game, which is not what the constitution has.
My point is not that the constitution is a bad gun or whatever, it's that it was just added to be overshadowed for no reason. Making it heavy pen would not have broken the game.
Accurate, easy to control and is borderline a melee weapon.
Very good for plinking weak-points. I don't think EVERYTHING needs to fill a niche of some-kind, it's fine for a weapon to exist for the sake of being silly and fun.
As for the shovel, It's really dumb that we haven't been given it as a secondary.
I've found it to be extremely useful for digging foxholes or slit-trenches during the various defence stages of missions. It's saved my bacon more times than I can count against the bots.
